ສະພາບການຂອງໂລກຍັງສືບຕໍ່ຜັນແປໄປຢ່າງສັບສົນ, ການເດີນປະທ້ວງ, ການປະ ທະດ້ວຍກໍາລັງອາວຸດ ການກໍ່ການຮ້າຍທີ່ເກີດຂຶ້ນ ຢູ່ບາງປະເທດໃນໂລກອາດຈະ ສົ່ງຜົນກະທົບເຖິງພາກພື້ນ ແລະ ຈະກະທົບໃສ່ປະເທດພວກເຮົາ ທີ່ມີພື້ນຖານເສດຖະກິດອ່ອນນ້ອຍ – ບອບບາງ ຊຶ່ງເປັນສິ່ງທີ່ຫຼີກລຽງບໍ່ໄດ້.
– ຂະບວນການຫັນເປັນສາກົນ, ການເຂົ້າຮ່ວມເຂດການຄ້າເສລີອາຊຽນ (AFTA), ປະຊາຄົມເສດຖະກິດອາຊຽນ(AEC), ເຂດການຄ້າເສລີອາຊຽນ+ ສປຈີນ, ອົງການການຄ້າໂລກ(WTO) ແລະອົງການສາກົນອື່ນໆຮຽກຮ້ອງໃຫ້ພວກເຮົາຕ້ອງມີການຫັນປ່ຽນຢ່າງ ຕັ້ງໜ້າເພື່ອຍາດແຍ່ງໃຫ້ໄດ້ຜົນປະໂຫຍດສູງສຸດຈາກການເຊື່ອມໂຍງ ເສດຖະກິດສາກົນ, ຕ້ານແລະຮັບມືດ້ານຫຍໍ້ທໍ້ຕ່າງໆຈາກການເຊື່ອມໂຍງ ເປັນຕົ້ນຜົນກະທົບຕໍ່ຄວາມສາມາດໃນການແກ້ງແຍ່ງແຂ່ງຂັນຂອງທຸລະກິດ ພາຍໃນປະເທດ; ຜົນກະທົບຕໍ່ວັດທະນະທໍາ-ສັງຄົມ ທີ່ມີຄວາມສ່ຽງຕໍ່ກຸ່ມບອບບາງກວ່າໝູ່ໂດຍສະເພາະແມ່ຍິງ, ໄວໜຸ່ມແລະເດັກນ້ອຍທີ່ຈະຖືກຕົວະຍົວະຫຼອກລວງໄປເຮັດວຽກຢູ່ຕ່າງປະ ເທດທີ່ຜິດກົດໝາຍ, ຕົກເປັນເຫຍື່ອຈາກການໃຊ້ຄວາມຮຸນແຮງ, ການຄ້າມະນຸດ, ການຂູດຮີດແຮງງານ, ກົດຂີ່ທາງເພດ, ບັນຫາສິ່ງເສບຕິດແລະປະກົດການຫຍໍ້ທໍ້ດ້ານອື່ນໆຕາມມາລວມເຖິງຜົນກະທົບ ຕໍ່ສິ່ງແວດລ້ອມທໍາມະຊາດທີ່ຫຼີກລຽງບໍ່ ໄດ້.

-ການປ່ຽນແປງສະພາບດິນຟ້າອາກາດ ເປັນຕົ້ນ: ອາກາດໂລກຮ້ອນຂຶ້ນ, ລະດັບນໍ້າທະເລສູງຂຶ້ນ, ອາກາດປົນເປື້ອນສານພິດ, ພູເຂົາໄຟລະເບີດ, ໄຟໄໝ້ປ່າ, ໄພນໍ້າຖ້ວມ, ໄພແຫ້ງແລ້ງ, ແຜ່ນດິນໄຫວ,ລົມພາຍຸຮ້າຍແຮງ, ຊືນາມິແລະພະຍາດລະບາດຕ່າງໆ ໄດ້ເກີດຂຶ້ນເລື້ອຍໆຢູ່ຫຼາຍປະເທດໃນໂລກສໍາລັບປະເທດພວກເຮົາຈະເປັນສິ່ງທ້າທາຍແລະອຸປະສັກຕໍ່ການພັດທະນາເສດຖະກິດ-ສັງຄົມໃນຕໍ່ໜ້າ, ຈະມີຄວາມຫຍຸ້ງຍາກທັງເປັນສິ່ງທ້າ ທາຍທີ່ຈະບັນລຸຄາດໝາຍຂອງແຜນການສູ້ຊົນທີ່ໄດ້ກໍານົດໄວ້.
(Development challenges)
- Because Bolikhamxay province shares borders with the Kingdom of Thailand and the Republic of Vietnam, criminals use the crossings for smuggling, drug trading and illegal migrants.
- Improving people’s living standard is too slow, while their knowledge and understanding of commercial production and market links are limited. Most people whom living along the Mekhong river rely on others based on their traditional styles and quite popularize other nations.
- The provincial economic platform is still weak, and most industries use raw materials only. Moreover, the production and distribution is not well coordinated. Most agricultural production aims only at family use, and are based on traditional practices. Applying specific techniques and high technology into commercial production in order to increase the quantity is seen less, and the quality of manpower and labour skills are low. Furthermore, uncertainly in the weather damages every year on the socio-economic development in the province.
- Relocated villagers from government development projects and the arrival of new migrants to the province is challenging and hard to resolve.
- International trade cooperation is limited and the province is not quite ready for full integration with the international community, partly because of limited funds, standards, commodity quality, markets, and human resources compared to other big country’s provinces.
- Public, private and ODA funding for socio- economic development is very limited making it impossible to fully achieve the SEDP targets. At the same time, paying contactors does not happen as scheduled and causes debt accumulation.
- Some basic infrastructure such as road, electricity, water supply and others remain insufficient. The transit service, export and import through Road No. 8A is still difficult because of the terrain and road design, even if this is the shortest distance between Thailand and Vietnam. The management and services by the relevant government officials have not been as quick as expected. In addition, the competitiveness of small and medium enterprises is insufficient. Sometimes, enforcing the laws and regulations by soldier, police and civil servants, as well as ethnic groups awareness, has seen lacked. Apart from that various social problems are incurring wider in the province.
